The Statistics Users Group is made up of 6 to 10 members in addition to the Chair
The members reflect a variety of organisations that are interested in statistics and the diversity of the general public, along with a Chair (who must be neither a member of the States nor an official of a department of the States). The Chair and members are appointed by the Chief Minister and serve in an honorary capacity.
Under the current legislation, the Chief Statistician is the Secretary of the Statistics User Group.
Ms Gailina Liew (Chair)
Ms Gailina Liew (SUG Chair) is a lawyer and independent non-executive director with an international business background. Her current roles include: Senior Independent Director – Digital Jersey, Voting Member – Jersey Data Protection Authority, and Member of the Committee of Management – Public Employees Pension Fund. She brings commercial experience together with public policy and regulatory perspectives across a broad range of sectors in Jersey and is passionate about strengthening democracy through information literacy and civic engagement. She holds undergraduate and graduate degrees in the fields of science (BSc in Molecular Genetics), law (LLB), and business (MBA). First appointed in February 2021.
Auberon Ashbrooke (Member)
Mr Auberon Ashbrooke lectures part time in Research on degree courses at Highlands. He is the Honorary Consul for the Republic of Estonia in Jersey, also covering the Guernsey Bailiwick. He has an MA in Economics and an MPhil from Cambridge and an MSc from Exeter. All of these degrees contained research and statistical content. He has a Diploma in Financial Management from ACCA. He has extensive experience in the Ministry of Defence, including as private secretary to the Deputy Chief of Defence Staff as Head of an Internal Consultancy of over 30 research staff, and as Head of the Efficiency Team for an organisation with an annual budget of £7Billion. First appointed November 2016.
Dr Martin Delap (Member)
Dr Martin Delap is a self-employed business analyst and project manager. He has a strong academic background in physics and business, followed by substantial experience working in research and statistics for an A level and GCSE Public Examinations Board. Martin has extensive experience of a wide variety of technical and transformation projects across the financial, legal and hospitality sectors. His current areas of interest include the use of data analytics tools to improve the quality of information available and revising processes and systems so that strategic and management decisions can be firmly evidence based. First appointed November 2016.
Ms Maria Pelin (Member)
Ms Maria Pelin is a locum Pharmacist who moved to Jersey in 2012 following a career as a pharmacist in Romania and is currently employed as a Project Manager with the Government of Jersey. Ms Pelin speaks six languages, and has Class A Masters in Pharmacy Degree from the University of Medicine and Pharmacy, Bucharest. First appointed November 2016.
Jean Crous (Member)
Mr Jean Crous is an actuary and spent most of his career valuing and analysing the reserves required by Life and general insurance companies. He is currently a supervisor at the Jersey Financial Services Commission focused on the banking sector. He brings experience in using public statistics together with an understanding of sound governance and compliance practices. He believes that in order for the public to make informed decisions it needs to have access to data and statistics that are relevant, accurate, and easy to understand. He holds an undergraduate degree in Actuarial Science and is a Fellow of the Actuarial Society of South Africa since 2018. First appointed May 2023.
Anya Hoogkamer (Member)
Anya Hoogkamer is the Technology Risk Reporting Lead at the Government of Jersey. She is passionate about knowledge sharing and the advancement of statistical analysis so that impactful decisions can be made. Anya has focused on statistical and mathematical modelling to develop products, financial and risk analysis in the insurance industry as well as the operational technology space and automating data processes. She holds a Master’s degree in Applied Mathematics.
Charles Robertson (Member)
Mr Charles Robertson is the Head of Data Exploitation at Jersey Post and has extensive experience in designing, building and managing data capture, processing and reporting systems. Charles’ experience includes operational, financial and regulatory environments locally, in the UK and Europe. He believes good quality, reliable statistics are the foundation of good public policy. He holds a Bachelor’s degree in Computer Science from the University of Warwick.
Phil Thomas (Member)
Phil is a Fellow of the Chartered Association of Certified Accountants and has a wealth of experience from working in accounting, legal, distribution, manufacturing and 3rd sector organisations. He holds the Certificate & Diploma in Company Direction awarded by the Institute of Directors. He is the Finance Director for Jersey Heritage.
